Ladies and gentlemen, a very warm welcome to this Technical Meeting on Guidelines for Training/Examination & Certification of candidates in the DIR and CT Techniques.

On behalf of the National Nuclear Energy Agency, first of all I would like to thank the IAEA for appointing us to host this event in Indonesia. Secondly, I hope all participants are able to participate and complete the meeting also to get the benefit from the meeting attended by two experts Dr. Uwe Uwert & Dr. Balasubramaniam Venkatraman for formulating guidelines for training/examination & certification of candidates in the DIR & CT. Thirdly, we would like to take this opportunity to welcome all of you to Jakarta, our capital city.

As we have known, Non-Destructive Testing (NDT) are widely used all over the world and has an important role in manufacturing, construction and maintenance/operation of any plant, building or transportation. These techniques are used for ensuring the component/material integrity, the reliability and safety of plant operation.

A long-running project initiated by IAEA through a series of regional NDT training courses, using international experts to train select groups from each country in various NDT methods and levels of expertise have been successful in building local capacity in NDT methods. At present, we have more than 8000 NDT personnel; 160 inspection companies which 60 of them are NDT company, and NDT Society called AUTRI (Asosiasi Uji Tak Rusak Indonesia). In relation to qualification & certification of NDT personnel, we have adopted ISO 9712:2005 into SNI ISO 9712:2008; Training for NDT personnel has been conducted locally since 1980’s in all major NDT methods; Certification for NDT personnel has been conducted locally since late 80’s. In response to the global market AFTA/APEC characterized by free trade barrier on goods and services such as skilled personnel and expert from one country to others vice versa, we have established National Certifying Body for NDT personnel on January 20th 2010. This NCB was established by stakeholder of NDT consisting of 26 institutions covering NDT society, Research intitutes, Uiversities, Users, NDT companies, regulatory body and suppliers/manufacturers. Batan as research intitute facilitate the operation & the accreditation of this NCB in accordance with the international standard ISO 9712 and ISO 17024 through TC Project INS2010008 “Building infrastructure for national certification of personel and research in advanced NDT for enhancing safety, efficiency and national competitiveness” which will start next year.
Nowadays NDT has entered the digital era characterized by the presence of Digital Radiography & Computed Tomography for radiographic test methods; Phased array, TOFD for ultrasonic testing methods and so on. The presence of these new technologies on the one hand made it easy to test with more accurate results, faster and more environmentally friendly but on the other hand the new technologies require new equipment, personnel with new skills, new standard, new code, new guidelines on training, examination & certification that lead to dependence either in terms of equipment and personnel.
This situation seemed to make us turn the clock back is through the RCA we conduct regional NDT training courses, using international experts to train select groups from each country in various Advanced NDT methods. These series of activities have to be conducted to improve the capability of the RCA member states in mastering, disseminating & applying Advanced NDT techniques to ensure the quality of material, component reliability, and the plant operation safety throughout its useful life.

In order to speed up the mastery of advanced NDT, PATIR BATAN in cooperation with the IAEA to make TC Project (2012-2013) - INS2010008 with the purpose of "Establishing human resources in digital Industrial Radiography and CT techniques for material testing and certifying internationally accredited National Body for NDT personnel ". Besides, we realize that the project RAS on NDT “Applying Advanced Digital Industrial Radiology and Computed Tomography in Industry and Civil Engineering” (RAS/08/110) greatly help us to keep pace with this new technology.

I am sure you will find this meeting useful and helpful in your efforts to master in formulating guidelines, examination & certification of personnel on DIR & CT in this five- day intensive technical meeting in Jakarta. However, while you are in Indonesia, we will try to make your stay a pleasant, memorable and enjoyable one with our historic and capital city of Jakarta.
