1. Need to establish a NCB (LSP-UTR)
It is important to have a NCB to coordinate all the activities involved
in the certification of personnel. These include running the
certification scheme in a clear and transparent way in accordance with
established guidelines and to a quality management system that meets
international guidelines (ISO9712/ISO17024).
The NCB can establish guidelines for training in all sectors covered by
the NCB as well as in the examination processes used to determine the
competency of personnel to operate as qualified NDT technicians.
It is best to have a Certification Board that operates on a national
basis since this will provide consistency across a country rather than
have a number of CB's that act independently in a number of regions. A
NCB can coordinate national activities through a number of Authorized
Qualifying Bodies (AQB's) throughout a country and still has absolute
control of these AQB's.
2. Benefits of Establishing a NCB
(a) Personnel
Provides a means of assessing the level of competence of NDT personnel
in accordance with national and international standards. Once
certification has been achieved it provides proof that that person is
competent to undertake inspection of critical plant and equipment. If
done through an NCB the qualifications gained are portable, from job to
job and are recognized in other countries that comply with
ISO9712/ISO17024.
(b) NDT Company
By having staff that are qualified/certified by a NCB means that this
staff are competent to do work in accordance with national standards as
well as international requirements for inspection of critical
components and equipment. Without having personnel that are certified
then such companies will find it increasingly difficult to obtain
contracts in the future.
(c) End users
End users are becoming increasingly aware of using
qualified/certificated NDT personnel for inspection of critical plant
and equipment to detect service deterioration and defects, particularly
in the oil and gas, power, transport, petroleum and construction
industries, since a single failure can cause millions of dollars in
lost production and damage to plant.
There have been numerous instances of poor inspections by unqualified
staff of newly constructed oil plant causing increased costs during the
construction phase.
A recent failure in Australia (last year) disrupted production of
natural gas for 3 months to industry and was estimated to cost of the
order $2 billion dollars. Preventative maintenance using simple
thickness testing by skilled staff would have prevented the failure.
(d) Authorities/Government
Where safety of plant and danger to life exists with Government and
Authorities assets it is essential that there is a system in place to
ensure that the inspection of plant is inspected by personnel that have
the skills to detect defects that are likely to cause failure. One of
the corner stones to such a system is a means of ensuring that all
inspection personnel come through a rigorous process of training,
qualification and certification so that have the skills to be able to
undertake these inspections.
(e) Nation
In the current trend towards globalization and the free movement of
trade and goods it is important that a nation's output complies with
the standards laid down by other countries, not only in the SE Asia
region, but also in the USA and the European Union. These countries
apply rigorous conditions for acceptance of manufactured products so it
is important that countries use inspection criteria that are of
international standard. It is important, therefore, that Indonesia, for
instance, has a highly reputable system for the qualification and
certification of NDT personnel.
Multi-national organizations often are involved in the construction of
major infrastructure developments in the SE Asia region. These
developments are carried out to international requirements and again it
is important that trained, skilled personnel are available in the
country where that development is taking place.
Not only does it add status to the country but it also provides work
for its inhabitants rather than to import skilled labor to carry out
this critical work.
(f) Safety
Safety is of paramount importance to the citizens of a nation, whether
it be in the planes we travel, the oil company in the neighborhood, a
nuclear power plant in the next province, or the bridge we drive over
every day to work. NDT and the skill of the person doing that work is
often the only thing that separates us from a potential catastrophe.
With NDT, at least, we can sleep easily at night knowing that
everything as far as possible has been done to prevent the unthinkable
from happening.
There is a motto that I use which is very true - NDT Makes A Safer
World! (Mr. David Barnett from Australian Institute of Non-Destructive
Testing).
